PORTLAND, OR, April 2, 2020 (Portland Business Journal ) -In 2005, West Linn Paper Co. ditched its local utility, Portland General Electric, and began purchasing energy through an independent supplier.

Utility regulators now face the question of whether that move into Oregon's direct access energy program still applies, after West Linn Paper was forced into bankruptcy, shuttered, and a new owner bought its assets and beagn operating the 131-year-old mill.

In a filing with the Public Utility Commission, the new company, Willamette Falls Paper Co., argues it does, saying 120-plus jobs could hinge on getting the lower energy costs the program brings.
