MILAN, Italy, June 11, 2013 (Press Release) -"The Fuenlabrada experience is not only at the top ten municipalities in Spain that best perform the collection of paper and cardboard" comments Massimo Medugno Director General of Assocarta who adds: "but it is also the best practice for the real implementation of the Recycling Society in Europe. In facts the recovered paper is recycled in Spain or in other nearby European countries with advantage to both environment and to social profile".

Assocarta believes the Proximity Recycling is the right way to reach the goal pursued by European Recycling Society which means environmental protection and development.

"In this direction it is necessary also to modify the EOW for the paper, clarifying that the paper mill is the only paper recycler" adds Massimo Medugno.

Recently the Italian government has published a Circular (26th March 2013) about the waste oils export which underlines the priority for the recycling of waste oils and remembers the art. 11 and 12 (1013 Regulation) and the related conditions. It recommends to the national authorities to use the Proximity Principle to minimize the general environmental impact and to promote the efficient use of waste resources.

In Italy, the adoption of Waste Directive (through Legislative Decree n. 205/2010), states that "fractions of domestic wastes submitted to separate collection for their recycling and recovery .... to make it as easy as possible their recovery by favouring Principle of Proximity to recycling and recovering plants".
