Wisconsin paper companies to crowd courtroom over liability for Fox River cleanup as trial commences

GREEN BAY, WI, Feb. 21, 2012 (Appleton Post-Crescent ) -The battle over responsibility for polluting the Fox River with PCBs continues in federal court this week.

Appleton Papers Inc. and NCR Corp. claim they can't be held solely responsible for discharging toxic polychlorinated biphenyls into the river decades ago because other local paper companies bought scrap paper from them and used it to make recycled paper, a process that required discharging toxins into the river.

Other paper companies, including Georgia-Pacific in Green Bay, argue that by selling them the scrap in the first place, Appleton Papers and NCR arranged for the disposal of PCBs and therefore should be solely responsible.
