California water board fines owners of former Shasta Paper mill for slow cleanup

REDDING, CA, Aug. 9, 2011 (Local News) -State water quality officials have fined the owners of the former Shasta Paper Co. mill $682,500 for failing to make progress on the clean up of the contaminated property.

The fine comes nearly seven years after the Regional Water Quality Board first issued a cleanup and abatement order to Winnemucca Trading Company Limited, which purchased the site in Anderson in May 2004 at a foreclosure auction for $500,000.

Winnemucca to date has yet to generate a detailed cleanup plan that would address how the elevated levels of dioxins, caustic materials - including 50 cubic yards of petroleum coke, a solid fuel produced from oil refineries' heavy residues - would be scrubbed or removed from the site.
